I like it for EDH when you're almost sure to be expecting at least one player at the table to be playing blue. Cheap counter AND card draw in the last color you would expect, always worthwhile.
Also, I will always love Jaya Ballard.

This card is now MUCH better than originally.
It used to target only interrupts, i.e., any counters of Sleights/Hacks.
Now it targets all blue instants!!

The reason the oracle doesn't say "target blue instant spell" is to keep in with the original function of the card. You can legally target ANY instant spell and draw a card, even if the spell isn't blue, meaning that this card isn't totally dead against nonblue decks, as it can at least replace itself with a draw.
