Looks like a card focused on simple disruption, but if you think about it, it makes Urzatron and 8post produce black instead of colorless. There are applications for that.

Far more annoying than one might think... almost a form of Timewalk for black - drop this and watch a foe who's not playing black flounder for several turns while you happily go about crushing them.

Phil Foglio is awesome and all, and I appreciate his old-school creds, I do. But maybe he should leave the black cards to other artists. Horned Chipmunk Demon is not really the flavor I expect from this effect.

While Contamination is probably the stronger of the two, this still has some shenanigans you can pull to set your opponent back forever or at least a very long time. Eon Hub has been mentioned already, so rude.
This is a (somewhat) balanced Contamination. Yes, its worse, but Contamination is very unhealthy to the game (and friendships) unless you're playing in a super high power format. This acts like Contamination should have: it will cut your opponents options down for a few turns, but then the cost will become unsustainable, so its just a stall device. Of course, this is still breakable with Eon Hub or Hex Parasite, and even without that the effect is pretty strong, but not as unbelievably degenerate and "easiest lock ever" as Contamination.
