Storm Crow with Kicker. I love how Zendikar reprints existant mediocre cards buffed with a versatile Kicker effect.
The artwork is also nice...but where are this owl's claws?

I'd take a weaker kicker effect for a cheaper kicker effect.
Where Kavu Titan required skill to kick/not kick, I see playing this without the kicker as a fairly obvious choice. Do I have seven mana? No? Six? No. Cast.

This is one of cards that can be deceiving. If you look at it as "oh, seven mana to tap three cards?! NO", then you might not see the usefulness of this card. Two drop for 1/2 isn't bad, and this could be a nice late game winner. Picture a situation where it's down to just a few life points, and your opponent has been holding you off with something like a wall of denial and tokens. By tapping his creatures, you can swing with anything you've got on the field. Haste would make this a card truly worth having though.

by the time you can use the kicker for this you might as well use lorthos, the tidemaker. you might have to wait a turn but you can tap 5 more permanents and do it every time you attack.

I think this card is rated properly right now. Yes, the kicker is really expensive, but that is why the card is useful. In an early game situation, you get a decent 1/2 flyer. In late game, he could potentially hand you a win by occupying several of your opponents creatures while being summoned.
Not amazing, but definitely not terrible.

cmon people. This is as good as your beloved 3.5 star rated not in standard storm crow. Technically better although I won't be using the kicker
Since Storm Crow is not in standard, tournaments will see a lot of this guy.

Baconradar is right- this is Wizards acknowledging how good Storm Crow was and giving us fanservice for our years of admiration to the Great Crow God.
However, the Crow is still a better card. The Owl tempts you to wait to play it, making for an inelegant game. The Crow beats faces to death in the early game, and can go right over the heads of any of the Titans or Eldrazi to keep on beating! The Owl also loses out on lack of flavor text- the couplet on the Crow strikes fear into the hearts of mortal men.
But problems aside, major props to Wizards for paying attention to the fanbase.
NOT STRICTLY BETTER THAN STORM CROW. Sure, it is similar enough to lead some fools to believe it it better than the Crow. Take a look at this situation:
There are Muraganda Petroglyphs and Gravity Well or Downdraft (which is an incredibly common combo that I am pretty sure all of you who play Magic have already faced) in play. Who is better now, the 4/5 Storm Crow or the 1/2 Tempest Owl?
Plus, Ertai`s Trickery can`t counter Storm Crow.

Okay, sure, if the Storm Crow is buffed by the Petroglyphs or being played in an "un" environment where its flavor text can matter, yes, it would win, but other than that, the Owl wins.
Of course, since this still didn't see play in standard, I have high hopes for the already-suggested hurricane finch, squall raptor, and the deadly tornado robin.

this card might be looking better than Storm Crow, but the kicker is a bad thing will just trick people to use it while clearly we don't want to use that dropping more crow/owls for that mana is just better so the kicker is bad, and therefor if not used this will be as amazing as Storm Crow, but because it got a trap on it I call Storm Crow better
