It even has a double-red mana cost yet still needs one further mana each turn to get him as big as the latter mentioned Drake, yet this effect can't even be used as regular Fire Breathing since you can activate it only exactly once just for doing this.

Actually looks pretty viable in limited. Yes, yes: a 2/2 flier for 3 is better. But this *is* red we are talking about. And yes, the card itself is VERY bad and VERY weak. Just trying to see the bright side of things.

I know red isn't a color of flyers, but at least this doesn't have some insane cost or drawback. And...it has cool Christopher Rush art? Poor man's Granite Gargoyle at best.

Pretty lousy even back then since all the "cool kids" used Granite Gargoyles, which were directly superior.
If this fella had true Firebreathing, or even "Dragon Whelp" firebreathing (limited to RRR for +3/+0), it would have been a nice card. Too bad that never happened.

Besides Granite Gargoyle, this is also strictly worse than Chandra's Firebrand.
Red's cheap flyers are few and far between, or we'd have a 3-mana 1-power Furnace Whelp by now.
