This is actually pretty useful in my Juxtapose deck, but outside of that it's just a weak Dragon Whelp. Or a stronger Storm Crow...if that's possible.

I like the flavour text, but I think this card is nowhere near as good as Stormbound Geist or Serendib Efreet, depending on the needs of your deck.
