A good card, but (necessarily) expensive. I suspect in many people's eyes that eight mana would have been too prohibitive for the 5/5 body if not for cheating several at a time out with Dragonstorm.

So, as an instant, I can drop a 5/5 flying dragon and I get a free 5-point Rolling Thunder? Yes, please. Properly costed for the endgame, when it should be played anyway.
This beast would have won me a recent game of EDH had my Splinter Twin not been double counter-spelled. People do NOT like this card dropping and for good reason. It could have cost 7 and a red to deal 5 damage to target player or creature but the ability to split that damage up is just right.

Very potent in slow formats like EDH, but in competitive play it needs to be cheated out. Well, that's what Dragonstorm did. Oh, also a dozen or so black instants and sorceries, but reanimate and Rise from the Grave are not this card's fault.
However you get it out, this guy is pretty much the definition of a bomb in magic.
