It makes you draw too may cards. It should be "Target player..." so you can overflow an opponent's hand!

You'd do your opponent a great favour in most cases, though. Unless you're playing this card in a milling deck, maybe.
I prefer discarding two cards for having 9 cards in hand when reaching my end step rather than only having two cards in total...

They could have slightly changed the wording to "Draw a card for up to each island you control" to circumvent that problem, though.

A card that requires only one blue mana yet gets a greater effect for each island is also in some way antithetic, i would have prefered a cost of 3BlueBlue instead, yet this could have overshadowed Tiding.
But it's still a very useful card in a simply structered, mono-colored deck.

An interesting idea, certainly. The sheer number of cards you can draw is nice for refilling your hand, but Mana could be better spent elsewhere, in my opinion.

It's a good card maybe over flowing your hand but if you splash it, it won't overflow so much.

I love that no matter how they word it, all blue card draw spells that are even remotely playable pays no more than one per card.

So this is stronger, but less variable than Mind Spring.

Blue version of Corrupt. Main difference in my opiniopn is, corrupt is often game ender. Or saves your censored. With this, you'll have to wait one turn at best.
Unless you have, like, nine lands or something, so you can play at least one or two of the spells you have just drawn. Still not bad imo.

Also, how do you draw too many cards ?

To be frank, I think this card is underrated. Unless you're playing against a discard, Megrim or milling deck, this card is really awesome to topdeck in the late game when you need the cards.

How is it a problem to draw so much that your hand overflows? The cards that get discarded won't do you any good, maybe, but then, they weren't doing you any good in your library, either. And you get to choose which ones to discard, so it'll be whichever ones aren't as useful to you at the moment (more lands if you already have plenty, or situational cards for which this isn't the situation, or maybe even cards that like to be in the graveyard).

How the heck can you draw too many cards? Unless your facing a mill deck, I would rather draw 20 cards and have to discard down to 7 then sit one or 2 cards. Seriously, and plus, thats why they made Spellbook.

For mono blue this thing is a powerhouse. Maybe you could splash other colors with stuff like manalith and whatnot, but you need as many islands as possible for this to be worth it, otherwise just run tidings.

I played this card in a 6 player EDH match with my Niv-Mizzet - deck. I proceeded to cast Increasing Vengeance, let that resolve and flashbacked it on top of the stack. With 10 Islands out, that was a 40card draw... Of course the only reason anyone let that happen was that I didn't have Niv out... :) But hey, funny.

So they were totally cool with letting a combo--king general draw 40 cards? Let alone any deck drawing 40 cards... Seems kind of silly to me.. If anyone could stop that, they should.

This card is okay, it's just too costly for what it does. Control your opponent with your mono blue deck, and then when late game rolls around, tap out (unless you wait THAT long...) to draw a crapload of cards. You're better off playing a finisher. Maybe if this was instant...
