You only need a few blue permants to make it worth its cost first it has flying, powers up himself to 1/1, and then only costs 3b sounds good to me.

Blue doesn't play permanents like that. If it was a green version of itself it'd be great. Maybe with Painter's Servant it'd be worth something.

A good card even in a mixed deck it would be worth a 2/2 as land counts as a perminent and so does the card itself (assuming only one blue land and two non blue lands).Put four of these as your only blue creatures in a Blue Deck and had only four land and no other blue perminents each would be worth 8/8 minimum. I know blue is all about control but you still need to finish off the oponent with some damage. Also if it was a green card and not blue it would be overpowerful.

actually this card is pretty strong since its a faerie... that means it would be most likely seen in a faerie deck that depends also on creatures that means you will have a lot of permanents including other enchantments

Since land itself is colorless, there are few tricks to make them count ;) Try it with Wind Zendikon... it's blue aura which makes your land blue 2/2 flying elemental creature... so having Zendikon in play makes your Faeie Swarm at least 3/3. Put Clout of the Dominus on them, you have 5/5 flying shroud creature and it don't force you to draw god hand and it grows as your army grow. I think this is really worthy in right setup.

a good card in faerie tribal, but my problem with it is, instead of how many faeries you have it's how many blue permanents you have, but since it's supposed to be (according to flavor text) Oona's faeries it should count black permanents too.
