if the card went at least on top this would be a lot more useful...
well, it's still a singe-colored blue creature afterall and has more use than Giant Octopus. More use than that isn't hard to achieve on the other hand - i could hardly imagine any constructed use for that, neither in a persist nor in a tribal deck.

Not bad for multiplayer.
- get's rid of combos like genesis/witness or any other annoying graveyard shennanigans like incarnations, unearth, retrayce, flashback or even other persist creatures
- survives thanks to persist one of the often played mass removal spells
- will rarely be the target of mass removal itself since your opponent would have to kill it twice
- can be sacced at any time if an opponent wants to exile or steal it, or play something like decree of pain or any other removal spell that draws cards
- can also be sacced to trigger stuff like fecundity or gravepact even twice in one turn just by itself
- can be used as an emergency blocker. your opponent plays a hasted creature you didn't expect and attacks you, so you just sac this thing, persist it back to play untapped and block

With some other card giving it +1/+1 counters you can completly disable decks depending on their graveyard.

It's not great, but certainly playable in slow multiplayer formats. The combination of graveyard removal, persist and the sacrifice effect makes it a nice tool.

Not bad in EDH, with Lifeline.
Any mass removal spell will wipe all your stuff off the board, this or any other persister persists, and your stuff comes back at end of turn. :) And if any one persister dies with a -1/-1 counter on it, it comes back at end of turn without one. (Throw in grafters for awesomeness.)

so i accidentally made this card one of the best cards in one of my EDH decks

The general is Scion of the Ur-Dragon

i have Melira, Sylvok outcast in it

tons of "search your library" cards

but with those 3 out, my general is basically any dragon i want it to be
and it's like a reverse Haunted crossroads, which i've always wanted

plus graveyard hate: what more to like!

new favorite card. Simply because no one is expecting it.

This card works wonders in my Momir Vig EDH deck. Having creatures on the bottom of my library isn't a problem for Momir, and several of his fellow Simics can get rid of that -1/-1 counter. Admittedly, outside of this context, it's not that great of a card, but it's gotten me out of plenty of scrapes.
