I have a question. Can you pay the regenerate cost as many times as you want? Say you have 6 mana, and you want to regenerate two creatures, can you pay the cost twice and regenerate those two creatures? Thanks

Yes, unless a activated ability specifically states it can't be cast more than once you can do it as many times as you want, so long as you have enough mana. (or whatever the cost of the activated ability might be)

Not really.
Regeration isn't very useful in EDH, as a vast majority of mass removal spells deny it. Even the most popular spot removal spells (Condemn, Bant Charm, Path to Exile, ect) usually circumvent it.
Besides, this card really compares unfavorably to Deathless Angel, and the Angel doesn't even see a whole lot of play.
