He doesn't really have a place in competitive elf decks. Elf tribal is about mana acceleration and, to a lesser extent, giving your elves +1/+1 so they aren't wiped out by pyroclasm and the like. This guy contributes neither. He's okay in drafts, but I think his current rating of ~4 stars is high. The duel decks version has a rating of ~3.5, which I believe is more realistic.
