With a Stonybrook Banneret or two on the table this is pretty good. Without them it's half decent.

Worse than cancel outside a tribal wizard/merfolk deck.
Better than mana leak in a tribal wizard/merfolk deck. Thanks to stoneybrook banneret

I actually run this in Faerie tribal. The extra card is nice, and Spellstutter Sprite/Mistbind Clique are both wizards.

Mana Leak plus a card (conditionally) for 1 extra? Sweet deal. Not quite as good as it could have been but it's great in the right deck. 4/5

Anytime a counterspell can draw you a card, it's pretty good. Complicate causes many headaches in my playgroup as getting Force Spiked is not only a pain, but the cantrip is insult to injury.

Same here! This is better than Complicate most of the time, but you can certainly run them next to eachother.

There are actually a lot of wizards that control decks and American-midrange decks in Modern could theoretically be playing: Snapcaster Mage and Vendilion Clique of course, but also Augur of Bolas or maybe even Talrand, Sky Summoner. Then there's also Spellstutter Sprite and Mistbind Clique for Faerie decks, or Delver of Secrets and Meddling Mage for more tempo-oriented builds, and as was mentioned by Fat_Corgi, Goblin Electromancer makes this better than Mana Leak

I doubt this will ever actually see play in Modern, but it seems like it might almost be fringe-playable.
