It's like Mistblade Shinobi and Cephalid Constable, only you don't need to get through first before it connects. An opponent who is behind can't recover against the kind of tempo that this produces when unanswered. Really only spot removal will do. And any must-answer blue creature makes the A-list.

@computer.devil: Generally speaking, yes. Surgespanner would become tapped because it attacked and then you could pay for its ability. However, its ability does not trigger because it attacked, only because it became tapped. So, if it somehow got Vigilance, that would no longer work.
With all the cards around by the time like merrow commerce you could have lock or gain advantage by returning 2 lands each turn to the opponent hands .

Imagine this guy(2 of them) in combo with Tradewind Rider....for 4 mana thats three permanents bounced per turn. Nasty planeswalker? Big creature? You just sacrificed 2 lands to play Lotus Vale? So sorry....with that combo if you even just target lands you might as well say...Im sorry you lose three turns.

I've never seen this guy be anything more than 2UU: Target opponent discards a removal spell, but hey. That is probably a good sign.
