Evoke is useful on this one, but if you're really looking for a creature tied to that effect, Oxidda Scrapmelter is better.

So, he's better than shatter in more than mana cost.
1) He's a creature, making him sometimes a hard cast beater (sometimes) but also makes him easy to recur.
2) triggers ETB abilities of other cards (good or bad)

It's often mediocre; but when it's awesome; it's really awesome. These types of creatures make running Flamekin Harbinger quite fun for a toolbox style deck.
