This card's great! It's got cool art, a unique ability and most importantly the power to become huge! It makes a good merfolk deck with all of their rapid tap/untap abilities.

so when you attack with this guy, does he first deal dmg as a 3/3? or does he deal dmg as a 2/2 then get the +1/+1 later?

He gets the +1/+1 when you tap him, ie: when he's decleared as an attacker, well befor he actully does damage.

Synergy with my favorite tap outlet: Bramblesnap You can block with both, then tap the Veteran to buff both. The wording prevents summoning sickness from mattering so it will also pump itself with Catapult Master and Hand of Justice on the turn it comes into play.
I'd prefer a 1/1 for 3 as it is unlikely that you can safely attack with a 3/3 on your 5th turn. It is expensive and slow.
