There is no reason for this guy to be rated so low.
Play basic snow lands, and you have a 2-drop 3/3.

This is a solid 2-drop. It's not hard to just include snow lands in a deck.

Maybe if you could use the ability more than once per turn, even if it was limited by the number of snow permanents like Withering Wisps.

Though not very practical, the concept of an antler bow is just awesome.

I like it. I would have made it +2/+2 for 2 mana, but I still like it the way it is.

HOW IS THIS RATED LOWER THAN GRIZZLY BEARS?

It is a shame he isn't like a Shade and taps multiple times, but as others have said, a 2/2 for is never that bad, and an added +1/+1 is fine, especially for limited.

Also, in response to all of the "add basic snow lands" comments, they are pretty hard to get. I understand logically that it make sense to play this over a Runeclaw Bear, but when a basic snowland can cost $1/ea, are you going to get them just for this?

Better buy yourself a box of Coldsnap, then.

Pump-able 2/2 for 2, that's kinda cool.
