Combo with Consecrated Sphinx and/or Underworld Dreams. Not bad if you're playing with other creatures like Ghastlord of Fugue and Hypnotic Specter, because the opponent runs out if cards to discard eventually.

Of course, this is ok in Commander games due to the political effects, but I prefer even regular ol' Mahamoti Djinn over this.

The "may" part kills the potential combo. Even with underworld dreams on the field, this still has the same converted mana cost as Mahamoti Djinn and they can choose to say no to the card draw.
