This should be rated at least a 3.5. Not even considering its very situational last ability, it's 3CMC enchantment destruction on a 2/2 flying body. It's very nice in my opinion.
better then aven cloudchaser unless your playing a soldier deck

I use this with Dust Elemental, very little they can do to stop the dusty attacks, and he lets me get double duty out of the comes into play effect if I need it.

Tom LapPille is right, this card doesn't make any sense. It's a bird that destroys enchantments and makes thing white. But how does a totally ordinary looking bird do these things? Does it eat enchantments and poop on things? That kind of makes sense, birds do that.

Each Time Spiral card was an homage to at least one previously printed card.
The first effect is solid, but nothing we haven't seen on a dozen other cards.
And if you're trying to build a deck that makes frequent use of the second effect, you should probably just opt for Eight-and-a-Half-Tails instead.
