Reasonable casting cost, but a steep activation cost. Disrupting Scepter does one thing - it generates card advantage. The problem it faced was that it had to compete for space with Hypnotic Specter and Mind Twist in discard decks. When Hymn to Tourach made its debut, black players never dusted off their Scepters again. It works well with the Rack.

This would be significantly better without that last sentence.

Still some of the best non-black discard out.
