It's an uncommon because all the other Rusalkas are, and they're in a cycle.

Ok, ok. It isn't great. In fact, it's far from good. But at the very least it should be rated better than Willow Elf. I reckon Spirit is just about as relevant as Elf. And idk, maybe you could use the ability after you were done with a creature you Mark of Mutiny 'ed or something.

Was understandable printing at the time of damage on the stack.

Making a vertical cycle where one color variant gains you much life as another deals damage to a player might seem right due to symmetry, but it's a terrible design choice. Which probably explains the abysmal rating:

Compare then to the following red/white pairs of other vertical cycles for example:
- Zuberas: Ember-Fist Zubera/Silent-Chant Zubera
- Mirrodin Spellbombs: Pyrite Spellbomb/Lifespark Spellbomb
- Ordeals: Ordeal of Purphoros/Ordeal of Heliod
That's a ratio of 1 (2, 3) damage to 2 (5, 10) life. And the damage can even be directed at a creature in all cases.

So it's probably the frustation about this fact that made her end up with a rating worse than Willow Elf.

After all, Willow Elf just happens to be one of many harmless, crappy yet forgetful vanilla 1/1s.
Starved Rusalka, on the other hand, is part of a particular cycle and an offender of tauntingly underpowered design.

This actually is the only (even part green) Green Sun's Zenith sac outlet. That's good for Veteran Explorer (if a bit slow) as you can do things like:
T1 - This or explorer
T2 - Play the one you didn't play yet, Sac, get your lands and play something

or

T1 Explorer
T2 Tutor this
T3 Kill explorer with this

or a variety of other semi-combos. Having it as a one-of for that is half worth it.
