"Worth playing" is not only a matter of power.
For me Prahv is worth playing just for the feeling of supreme bureaucracy it brinds to the table. Hold the status quo at all costs, my fellow nothing-doers!
Not to say it can actually be relevant in some matchups. Holding off Fireballs, Earthquakes and all that jazz at least feels worth it. It was even played as 1-of in some competitive decks of it's standard era.

Repeatable fog is always powerful, but this IS rather expensive. This confines its use to the later game, but this is by no means unplayable. A bit odd that this produces colourless yet clearly wants to be put in at least duocoloured decks. At least it comes into play untapped.

For , it better prevent ALL damage that turn. The problem is that will allow for a lock unless your opponent happens to be running some land destruction. So I guess what I am saying is this should have been cheaper.

Perfectly usable in EDH. Kor Haven is usually better, but since this doesn't target, it will stop damage from hexproof targets (As generals are often made) and it can stop damage from spells as well.
This was clearly designed for control decks where you spend your mana on your opponent's turn. I think the cost is high enough that I would be reluctant to play it in even a very casual 60 card deck. Still, the art and flavor text are good and its not Nivix, so that's something.
