One of the few one-mana hard-counter options available, otherwise this card is too situational to see much play, although Painter's Servant loves this card...

There's nothing situational about this. It's sidebord card put in when facing a red mage.

It's pretty hard to make water look impressive, but that's coming from a person who is made up of mostly water. I'm sure if I was a flamekin this would be the more awesome looking card.

Too situational to be particularly useful, but it might be effective sideboard material for certain metas. Also I really dig the art.

I like these cards a lot. :)
However, I think that should they ever get remade, they need a 'non'-clause in front of 'permanent'.
Either non-creature, or Non-planeswalker.
I like the idea of cards that are SIMILAR to this, but as they currently stand, they need some depowering to be 'fair'.
Also, countering a spell with the only restriction being color, for ONE mana, is a Rare effect and that's been true at any period of the game, either the Counterspell or Cancel eras.
Adding any kind of destroying would make it Mythic Rare, but if you upped the cost to Two Mana, and also placed an additional restriction on targeting, they'd be printable at Rare.
Maybe.
Maybe make the caster discard a card just for good measure, lol. -_-
