Proliferate almost makes this playable. Almost.

@izzet_guild_mage This cycle of enchantments is slow as molasses, but what bugs me most about them is that they require you to pay mana for the activation cost. They don't have shroud, so you better keep that mana open at all times since you don't want your opponent to disenchant (or bounce) them when they have a considerable amount of counters on them.

And as Tiggurix said, their effects are powerful, but the mana cost for them (or at least Recantation) seems to high for them to be useful. Even if you play this on turn five and wait until turn eight, you'll just pay 3BlueBlueBlue if you to bounce a mere three creatures (with barely any surprise, either).
Basically even 3BlueBlueBlueBlueBlue if you kept one of your islands untapped on turn six and seven...
