For blue, I've seen way worse trade offs than CMC 2 for a 2/1 (with no draw backs). 2.0.

I have a foil Coral Eel and yes, it's absolutely marvelous. It looks as though the table were sitting on top of an aquarium and this card is a small looking glass. I have him in my mono-blue EDH deck (Lorthos). The deck can get some good card advantage and this guy comes out conveniently around the control mana that I have to keep up. My board recovers rather quickly after a board wipe. Also, Coral Eel is good instant clamp fuel.
