Oh, Kamigawa. How I love you so. If Wizards designed all of their set mechanics like yours, they could do away with all this messy Legacy/Extended/Standard business. The format restrictions would be right on the cards themselves. "If you are not playing Block Constructed, this spell has no effect".

Block-specific cards are always half-star cards after the block has rotated out, so I won't protest the rating. But I'll mention this was a lot of fun to play in draft Kamigawa block, since quite a lot of noncreature spells were both Arcane and targeted.

I missed kamigawa, and none of my friends use arcane spells... In other words, this card is going no where.
It is worth mentioning, however, that these block-specific cards must exist in order for each block to have a different "feel" to them. In kamigawa, im sure this would've gone far in a red draft deck.
