Reminder text of new keywords is often omitted on rare cards since they are often more complex than commons or uncommons, which are more likely to be found in a booster and will help with that.
Aside from that, given that one manages to find some useful Arcanes to splice this card on, it should actually do a good job when "topdecking" your desired cards with Visions' Tutor cards. When saccing cards which have accordant triggers like Academy Rector you can get even more out of the effect.
It's better remind you of Polymorph, since it's just a crappier Polymorph with some Arcane shenanigans.

Is no one else reminded of proteus staff, only more and less limited? More, as in it can be used on any permanent, but less as in it's only usable once, unless you're playing an arcane-heavy deck, in which it's also more expensive. Still, it can be good if you use it on a planeswalker and your opponent only has one in their deck.

@Atali, The arcane shenanigans do indeed raise the price, but if you look closer you'll notice that this hits permanents of all varieties, while Polymorph only hits creatures.
