Well technically the idea is -not- to lose your own creatures by playing red creatures that fly, typically other dragons, like dragon whelp. In general this card would have seen a lot more play if it said, deal 5 damage to target creature when it dies.

Ryusei's abilities are the abilities you would acpect to find in a red card. Also they comply with an unwritten rule for red cards, that rule is RISK. When Ryusei dies it deals 5 damage to eery creature withou flying including your own.So in the end you risk losing your own creatures as well. Red has many powerful creatures but many of them require a sacrifice. Take Rathi Dragon for example, it comes into play for 4 mana and it's a 5/5 flier but you have to sacrifice 2 Mountains to keep him otherwise he dies. It's the same with Ryusei. But do not forget that great power comes at a great cost. That's the rule that will always follow many red cards.
You are right Donovan but you have misunderstood me. I didn't losing your creatures, I meant the sacrifices tha many red cards require. Something like Sharpnel Blast and Rathi Dragon

He's a LEGEND. Put two down, that's ten damage to all non fliers. That wipes the board in most cases. I do that with my dragon deck, and it wins the game for me.

When Ryusei, the Falling Star leaves play, flip it onto the battlefield from a height of at least one foot...

Time for a design story!
As Aaron Forsythe recounts (http://www.wizards.com/Magic/Magazine/Article.aspx?x=mtgcom/daily/af38); Ryusei and Keiga, being in more dragon-centric colors, were allowed to be the most splashable, and as the dragons moved further and further from colors that most typically have dragons, they became that much less splashable, ending in the very green-centric Jugan.

I remember that at the pre-release I played a game where both me and my opponent played this card, but its triggered effect never occured because one was countered and the other was exiled...
Don't understimate this creature... If you build your deck properly, this is so much win... My second favourite Kamigawa Dragon

I like the flavor of when it dies it causes a massive earthquake. Also, very playable, they never want to block it or attack into it because they don't want you to blow up the world. With any sort of sac effect you can just blow everything up.
