If I remember correctly there was an article saying that this card was originally supposed to be Kamigawa's Angel card, but since there aren't really any angels in Japanese mythology they decided to just make it another boring spirit card. It's too bad, an Angel Spirit like Angelic Page doesn't really seem that far fetched.
What's even worse is it looks like they just grabbed some random art for the card afterwards. The creature in the picture is huge, a lot bigger than a 4/4, and it isn't even flying...

Well actually its a combination of the terashi spirit, and the night spirit, but in any case this card is one of the few that has some great uses. Look at that ability, its like phasing, you can have it removed from the game and play a wrath of god and you get to keep your 4/4 when it comes back.
Otherworldly Journey, Eternal Witness and any board sweeper effect. Blink out Hikari, as Journey is an arcane spell, blink the Witness, then wipe the board. Your Witness comes back with a +1/+1 counter, you can retrieve your Journey (or whatever else you need), your Hikari comes back, and the board is clear for them to attack next turn.

Using Isochron Scepter one can cast arcane spells repeatedly. In addition to saving Hikari at times of need, the Sceptor-created arcane spells become unlimited splicing target.

I honestly had no idea this card existed. First time I saw it was on a google image search of some other card, and when it popped up I honestly thought it was a fan made card, because I know most of the Kamigawa rares.

He's kinda lame. You don't want to build around flicker combos that solely profit from a creature entering the battlefiled, starting on turn six. I'd rather just attack with that body rather than flicker it for some gimmicks when I cast another spell, it's just so narrow.
Sure, he's an Air Elemental that you can save from removal by casting an Arcane Instant in response. But it could have been more. This would be a very nice flicker enabler if you could choose which creature (or spirit) (you control) to exile! Alternatively, he could have been cheaper with a smaller body. It wouldn't suit his Spirited Away-ish terrifying appearance then anymore, though. Well, too bad the card isn't as awesome and powerful as the artwork suggest.
