So is it possible without unhinged stuff to pay half of a point of mana? If so I'd imagine this spell would be quite a hilarious (and marginally better, for being less color intensive) cancel.

Sure you can pay three-and-a-half mana outside an un-set. If your opponent Force Spikes you, you can activate your Sol Ring for {2}, pay {1} of it, and have {1} left over. I'm pretty sure there's nothing stopping you from activating a whole number of mana and paying the stated fraction. Before mana burn took its leave, though, that would have been a legitimate way to knock off half a life point (if that was somehow relevant to your strategy).

Oracle text failure makes it look strictly worse than Mana Leak. It isn't, of course.

Strictly worse than Convolute.
