This card isn't terrible. Has very limited play outside EDH, but this can easily win you the game if you can take the hit. I'm going to run this in my mono-black edh.

its a one sided wrath, of course. but for 2 more mana in the same set you get Overwhelming forces, which I would always pick before this.
Both in EDH? with Decree of Pain as well? Sure, if you need it.

Seems like a good card that can end games. Yeah the drawback can make it uncastable at times, but man will it be a 1 sided wrath.
