Two relevant creature types, a 1/1 for {1} in {U} is pretty par for the course... the ability is lackluster at best... now if it was {1} {U}: Scry 1 we've have a nice little common. As is though, this can be outdone by plenty of other blue {1} drops... even at common. (Such as Delver of Secrets)
That said, could work well with clash cards (since for {2} {U} {U} you could find out if you'll win the clash) or other cards involving naming stuff, like Booby Trap.

Cheaper than Aven Windreader and the ability is slightly better too. The difference between a 1/1 and a 3/3 in commander is negligible anyway.

I'd never noticed the flavor text before today. It's a nice window into Rootw@ter culture, and a good break from their usual monstrous portrayal. The formatting doesn't read very well though.
Now I miss the good ol' days of The Love Song of Night and Day, etc. Flavor text just isn't the same these days.
