This would be a pretty good card if it was cheaper. Like this, it's just mediocre...

Anyways, since it affects all players you should use this enchantment along with cards which profit from getting discarded.
Those could be cards that have Madness effects (like Basking Rootwalla), cards that are profitable while in your graveyard (such as Bridge from Below or Incarnations like Anger), cards that return to your hand or the battlefield (e.g. Squee, Goblin Nabob, Bloodghast), or cards with Flashback (having mentioned Bloodghast, Cabal Therapy comes to my mind).

Good last card out of your hand if you're playing faster than anyone else in a decent sized multiplayer game. Might make it in a Hellbent deck (if those exist).

Another way to break symmetry on this card would be to just not cast spells, perhaps in some kind of land-based strategy or by combining it with cards like Quicksilver Amulet or Aether Vial, which let you put creatures into play without casting them. It obviously has a bigger impact in multiplayer, but that's balanced by how much attention you'll draw to yourself through playing a card this irritating. After all, one way of dealing with Oppression is to kill its owner...

I played this card against a friend who used an Affinity deck. Needless to say he didn't enjoy it when I Dark Ritual this baby out on first turn.
