A relatively strong, if not expensive, bomb type card. Reminds me (in a way) of the more modern Cruel Ultimatum. In fact, this card being mono-colored almost gives it an edge. But its worthless against other black players; you can't even burn it just for the card draw since you need X legal targets for the first effect...

I can see this being a nice sideboard in EDH,
Where mana is quite plentiful and card draw is always loved,
Especially if other things happen with the card draw.

@ Karmas: Commandner is the name of EDH on Magic Online. It's nearly the same as EDH, with just very few tiny differences (like the banned list is not the same if I remember it correctly).

Overwhelming Forces has a similar effect, as does Decree of Pain. But Overwhelming Forces is $100, and Decree of pain kills all your creatures too, so this is a reasonable alternative.
