According to the flavor of this card, the only reason a planeswalker can't just retrieve and cast any spell in their library at will is that their hands are full of scrolls they picked up at random and they don't have a place to put them down.

That is called card quality advantage, and it is a big part of magic. It is why Brainstorm and Goblin Recruiter are so good. Brainstorm uses 1 card and only lets you draw 1 card, but it is so good because you get to pick which card it is from the top three cards of your library.

It's good, no doubt about that. I think this should be an easy card 'fix' (IE, Strip Mine -> Ghost Quarter, Tectonic Edge)

Pendulums and Circles double reference complicating locking mechanism on the Vault's artwork and the progression of new set releases and old sets' retirement.
Changes:
Doubled Activation cost
Send to Bottom instead of Top
Limit to four cards instead of entire hand.
Near-reprints should be subtle and still good, rather than blatant downgrades that never see play.

it's a weird form of card advantage that comes from playing better cards as compared to just plain more.
