I'm actually pretty glad they ended up reprinting it in Mirrodin. Sure, it might not have been very useful in limited or tournament play, but it really left its mark on my local casual metagame, which I actually think was pretty cool.

I would love to see Terror printed in a dual deck with some new amazing art, a la counterspell. Btw, this art sucks.

Agreed. This art is really bad. Looks like one of those poor unfortunate souls held captive by Ursula on the little mermaid.. That or the little critters found between toes on 1 of those athletes foot commercials! Haha either way, it's a complete disgrace from the original & was a waste of some perfectly good cardboard. Terror wrecked shop back in the day tho!

Actually, Wizards kenw exactly what they were doing bringing terror back for Mirrodin. Rosewater wanted to make a set where people would draft shatter over terror, and for that to happen they kinda needed to print both shatter and terror.

Actually, he said in his column that they did consider reprinting it in Scars for that very reason, but couldn't find a place for it.

I think an artifact-centric setting is exactly the place for this. If the standard has nothing but weak artifact creature choices, no one would want to be using them, as their only out is that they don't die to one card from one colour. When strong artifact creatures are a theme alongside strong normal creatures, this will hit its mark against some, but not all things. Non-restricted removal shouldn't be at common.
