This would be so playable if it started as a 4/4, a 3/4, or even a 3/3. But a max of 4/4 is too small for the cost.

Bad name, cool art, cool benefits, horrible drawback. I would use it on a Limited format though.

Not necessarily bad, there may be reasons you want to skip your untap step. Phasing for example happens during the untap step. Honestly though... very situational.

Using this with Stasis is a pretty bad idea, actually. The missed untap steps you get by activating it will get queued up and will come back to haunt you if your Stasis is destroyed. You'd be better with a creature that won't cause problems for you like that (especially since, if you have a lock, any creature will do.)
