I like this little card a lot. It's nicely designed and well balanced: mana acceleration early on, and a cantrip in the late game. If you draw it late and don't need it, then you can essentially cycle it for 3.
I run both this and its big brother Dreamstone Hedron in my Soramaro, First to Dream EDH deck. They're both good mana accel options for blue. It's not Sol Ring, but then that's already in the deck...

Behold- the scepter of the high priest presiding over the church of optometry! Neat little mana accel. that the opponent won't be too eager to remove while it is untapped at least. Pretty much a cheaper but weaker cluestone.
