You are right but that would make this card very weak. As it is it's a nice and cheap beater in a morph deck.

A flying 1/1 for 2 is not that bad. Add this ability in a morph deck and this can get scary pretty quick. Still, it's not the soundest of strategies. But it's doable. 3.5/5.

Easily changes from a waste of mana to a powerhouse when you pair it with Wall of Deceit
Those two can very easily create a strong opening position on the battlefield seeing as you will be attacking with the wall and morphing it back whenever it becomes blocked or bolted all while you pump up your flyer to a decent face-beating size.
