Oh, now I know the point of the Without Flying clause. If that weren't there, you could make it a 2/1 flier then activate the second ability for a 3/2 flier.
But really, just making 3/2 flier for {4} is rather lame.

@NARFNra: You can still. You pay to make it a 2/1 with flying, swing, then on the combat damage step, pay to make it a 3/2, when it's too late for your opponent to block it with a non-flying creature.
It doesn't interact favorably with stuff like Gravitational Shift, though, but in most cases you can deal 3 through non-fliers.
