Ah I loved this guy back when he was originally printed. Really, black can do better for seven mana, but he's still fairly good and I was so happy to see him reprinted in the dragons box set. ^^

I just can't conceive of a deck where I'd choose this as a 7-drop. I just can't get my head around what one would look like.
Mono-black dragons sure aren't very good. Unless they're also Spirits or Skeletons or something. Then I guess they're pretty good.

More seriously, he sucks in constructed, obviously -- by the time you're spending 7 mana on him, few decks are going to have cards worth discarding anyway, and there's a good chance your opponent's hand will be empty. He's just flatly overcosted on top of that.
I wouldn't turn him down in sealed or draft if I were playing black, though. A five-power flier is still a five-power flier.
