Both the creature and (especially) its activated ability seem quite overpriced. Even in the pre-Changeling days when this saw print, I'm hard-pressed to imagine a situation where you're better off using Mistform Wakecaster's third ability than just using creatures that are of the type you want in the first place.

Also, as far as it being overcosted, what other cards do what his third ability does, I can't find one.
