I like it. You can target yourself to get rid of cards you don't want so you can try and draw into cards you need, or target your opponant to try and put him/her off their play by getting rid of cards they need, but the fact that they still draw cards makes me think it's better that you target yourself unles you have a comba were it will not benifit your opponant drawing cards.

Situational good to use on the opponent. If they have 2 cards left, those cards might have been what they were saving up for.
To use on yourself, with graveyard strategies might be nice, but your better off splashing for faithless looting.
