Maybe it's just because I've never used this card before, but I'm not a huge fan of the design. You're clearly supposed to suspend it for 5 or 8 mana, but more often than not, I can see this sitting in my hand while I dump mana into Instants on my opponent's turn.
I'm sure I must be missing something here, so I'd love to have somebody explain this to me, but I can't help but to feel that this card needed Flash to really secure it's place as a Rare in Jace's deck.
To me, this card is edh gold. I can suspend it for as many turns as i choose, maint because i run mana a crazy amount of mana ramp, then the extra card draw allows me to get ahead and draw things i need. This is even better when your hand size has no limit. Suspend for a bit then have this thing come in as a beast.

Having Teferi, Mage of Zhalfir out allows you to suspend him at instant speed.
