I wouldn't go as far as to say that this is strictly worse than Sorin's Thirst or Pharika's Cure, but it seems like it to me. I would have preferred either of those over this.

A reasonable choice considering Vraska's deck is duel colored and {B}{B} might be out of your reach on T3. Still somewhat disappointing overall.

Seeing as Jace's deck lacks much in the way of creature buffing, this card should be a fairly reliable answer to about half of his creatures. That's not bad coverage for a common spell, and I'm sure that Vraska players will appreciate the lifegain while they try to find solutions to Jace's bigger beatdown creatures.
Flavourwise, the assassin-style vampires of Zendikar really fit in nicely with Vraska's theming, so that's definitely a plus. Come to think of it, Zendikar vampires tend to have dreadlocks that kind of look like gorgon snakes o_o
