The new art doesn't make it look so much like a twister as much as it does a meteor impact.
Somehow though, that makes it all the better.

The thing is, this card looks plenty RED, but it's lost a lot of its old Green-ness with this art.
And I refuse to believe that in a world with Skyscribing, this could ever happen. Would make more sense on THEROS.

One advantage that Savage Twister has over Starstorm is that you can use it alongside creatures with protection from green (such as a creature equipped with Sword of Feast and Famine), destroying your opponent's blockers while leaving your creatures unharmed. Of course, Starstorm can be used with protection from red anyway (and it's also an instant), but Savage Twister still has a niche.
