There's really no reason to play this card. It's 4 mana for a 3/3, which is terrible in Red, let alone Green. It's passable in Black and Blue though.
And it only Dredges for 3. It'll never make the cut in any Dredge deck, even in limited, because Stinkweed Imp is also a common, and just so much better, and Golgari Thug should be your #2 man.
It's a card with no real home except unlucky Limited decks that didn't pull the good Dredge cards.

Have you ever played limited? A 3/3 that just won't die is an all-star. I know that wasn't particularly the case in Modern Masters because Durkwood Baloth, Penumbra Spider, and Imperiosaur were all commons but there were much less answers in OG Ravnica. The original environment was also significantly slower than your average draft environment due to how common it was to play three colors, so a recurring creature with an easy mana cost was quite worth it.
