This is absolutely Core Setable.

It is "Fantastic" in the sense that while it's a step above Goblin Piker, it is not so many steps above it that I think it's dumb or wrong. This here is a good case of Power Creeping at an appropriate Creeping/Crawl speed.

It IS incredibly good in Limited as is. Glad it doesn't have Haste because Piker is cool flavor anyway and because I like it when most of my Goblins don't -naturally- have Haste so that my Chieftain is actually, y'know, relevant and special and cool. :)

This is actually a pretty decent aggressive goblin card. If goblin decks become a thing in standard and need a two drop, this guy fits the bill really well.

Having to attack each turn is obviously a drawback, but first strike is very relevant, and means that you won't be too against running him in an aggressive deck. Because of first strike, he makes Electrickery a bit more viable - that 1 damage suddenly turns into 3 when your opponents x/3 creature blocks him, hoping to get card advantage. Quite limited solid; in constructed there are better options.

I like it. It's good enough to be useful, but not so good that it's stupidly broken, and the abilities fit well with the flavor.

It's cool , very cool , perfect flavor for a common and i love the drawback that force you to trick.
By example :
So turn 3 it must attack , declare it and then a blocker is found : say the new cool cyclop that is 1/4.
First step of damage : first strike : i'm chocking cause i'm playing red and the cyclop dies at this first strike damage step before it can touch my goblin.
A spade is really usefull.

This is exactly what Goblin Piker should've been, or what should've replaced it.

Again, there's the enchantment Lance. It gives a creature first strike. A lance gives something first strike primarily because it's longer than its opponents weapon. Many will say a lance and a pike are similar weapons.

And yet, Goblin Piker didn't have first strike.

With similar attacking creatures, Runechanter's Pike and cheap burn/power boosters? Could be a fun but fragile deck. Reckless Brute although splashing white for Frontline Medic and Rootborn Defences could be good.

First strike in red is always nice. Combining his damage with burn means you can burn fatties at card neutral if they block. If they don't block you have more burn in your hand for their face. It's lose/lose for the opponent: a race they can't win or an unfavorable block.
