The problem with this card is that WotC decided it had to have the same cost and activation cost as the other cards in it's cycle. This would be better at 1R, with R and a discard to activate. As to why they couldn't have it deal 2 damage, obviously you don't know how good Stormbind is.
I'd say the young lady pictured on this enchantment is-

Let's play some comparisons:
First, equipment. It's almost never their cast cost that decides their fate- a cheap equip cost makes lots of things playable. Think of the activation costs like Equip costs. If they are cheap enough, the top corner can be a little high, and the card still very good.
Second, you Stormbind example: A 3.5 cmc cost (is gold) card, with to turn things into Shocks. ~ one mana of a color for costing purposes, so in fact, is potentially reasonable to allow this to do 2, and that would guarantee it to be quite playable :) For 3.5 cmc, how about: , double commit to Red, 3cmc is a little high to cast for Red,
but the effect of Shock-spamming is very nice? I think there would be little issues printing it like that even back then, and certainly not now that we have Planeswalkers.
