Strictly better than Hurricane. But it isn't better than Windstorm because Windstorm is an instant.

Not strictly better than Hurricane - this one does not damage players, and sometimes you want to deal direct damage to a player even in green.

The biggest advantage this has over Hurricane is it can hit ground creatures. Sure, only blue creatures, but they're usually the most annoying, and hardest to take out. I'm looking at you, Lighthouse Chronologist. Also fairly effective against merfolk decks.
