Fits in control decks, isn't as bad as it might first seem. Like icy, it can tap down two of their creatures at once for one of your turns at a crucial point.

I disagree, Icy Manipulator is nothing compared to this card. Yes this card cost three extra manna to activate it's ability, but you can choose to never un-tap it and never have to pay any extra manna again. Therefore, if you are playing smart you will save manna (in the long run) while shutting down a scary permanent.

8 mana to shut down a non-planeswalker, non-enchantment permanent, huh? Or, I could play Desert Twister to destroy any permanent for 6 mana. And I thought that Desert Twister was expensive.
Don't get me wrong, Desert Twister isn't strictly better. It can't deal with indestructible creatures, for instance. Still, you're paying a lot for flexibility. Entangling Vines will end up doing what you need from this most of the time.
